* Remove &rec_status=0 from "Errata exist" links for HTMLized RFCs
Corrects Issue #4320:

This is done by modifying the RFC_EDITOR_ERRATA_URL in ietf/settings.py
so that the errant "&rfc_status=0" is removed.
