Turned the dev mode navbar back to red. Added a small IETF logo with transparent background for the navbar, instead of using two with dedicated colour-background.

Tweaked some colours and the tooltip arrow size. Changed the master tooltip z-index, as the previsou fix didn't work in all cases. This results in not being able to use tooltips on pop-overs.

Modified the styling of the datatracker bootstrap facelift by editing the source .less variables and changing the top navbar to use navbar-inverse with our primary palette colour.
