Fixed a bug in bootstrap where the error background colour wasn't propagated to the form.

Changed the header size increments to be close to those used by TeX. Changed some button colours to be lighter (needed because of the very dark @brand-primary we are using)

Modified the styling of the datatracker bootstrap facelift by editing the source .less variables and changing the top navbar to use navbar-inverse with our primary palette colour.
