style: Double backslashes in strings
Not sure why, but if I change the DeprecationWarning filter to
"error", I get a SyntaxError from the \[ because it is an invalid
escape sequence. Not sure why that change triggers it, but
"\[" and "\\[" are the same, so this is a no-op.

Corrects Issue #4320:

This is done by modifying the RFC_EDITOR_ERRATA_URL in ietf/settings.py
so that the errant "&rfc_status=0" is removed.
