refactor: replace datetime.now and datetime.today with timezone.now (#4211) 
* refactor: replace datetime.now with timezone.now

* refactor: migrate model fields to use timezone.now as default

* refactor: replace datetime.today with timezone.now

datetime.datetime.today() is equivalent to datetime.datetime.now(); both
return a naive datetime with the current local time.

* refactor: rephrase datetime.now(tz) as timezone.now().astimezone(tz)

This is effectively the same, but is less likely to encourage accidental
use of naive datetimes.

feat: only offer IAB/IESG members for bofreq responsible leadership (#4276) 
* refactor: avoid using select2 data-* attrs on html elements

Using "data-ajax--url" shadows explicit configuration in our
select2.js wrapper. Use "data-select2-ajax-url" to avoid this.

Also add ability to omit the ajax setup entirely by returning
None from ajax_url().

* chore: hook up a flag to disable ajax for SearchablePersonsField

* refactor: send select2 prefetch data as array and allow config of min input length

* feat: only offer IAB/IESG members for bofreq responsible leadership

Henrik Levkowetz 14c748df98 Changed the creation of temporary test dirs to use names which include the test class name, in order to make it possible to run test cases in parallel. Disabled coverage testing when running in parallel (those classes cannot be pickled and distributed to the test runner threads, and also won't pass coverage data back). Tweaked the TestCase.tempdir() method.

Robert Sparks 1a277b00ec This release improves visibility into where and when the datatracker 
sends email. It makes where the datatracker sends email for a given 
action data driven, and it shows where email will be sent for actions
on documents and groups.

Ole Laursen 4250a95556 Remove proxy layer from liaisons tool, do some minor cleanups of 
duplicated code, make sure the custom form widgets escape their input.

There's still a bit of custom proxying going on in the IETFHM class
hierarchy.
